New York Seeks to Make Parks More Inviting Spaces/推倒高圍籬 紐約公園大解放

For years, chain-link fences a dozen feet high have been a fixture of some of New York's parks, a reflection of a time when the city was a more dangerous place, erected to protect the children playing inside.

But now, those fences have become barriers, city officials say, dividing a park from its neighbors, and so at some parks the high fences will be knocked down.

多年來,十幾英尺高的鐵網圍籬是一些紐約公園的固定裝置,反映出紐約市曾是個比較危險的地方,須豎圍籬來保護在公園裡遊玩的孩童。

On Tuesday, the city announced that eight parks will undergo ambitious face-lifts that are about more than just rehabilitation — it is a plan that represents an evolution, officials said, in New York's approach to parks by making these public spaces blend better and be more welcoming to their neighborhoods.

Mitchell J. Silver, the city's parks commissioner, said that besides lowering or removing fences, the plan also involved installing new benches, greenery and distinctive walkways, as well as treating the sidewalks that border parks as part of the parks themselves.

While the high fences were once seen as a deterrent, Silver said that creating more sight lines along the edges of parks and breathing new life into deserted patches would make them safer.

As part of a citywide plan, $40 million will be spent on the eight parks. The parks were chosen in a nomination process that included commentary from neighborhood residents. Silver said about 690 of New York's more than 1,700 parks were recommended for an overhaul.

A park's accessibility to neighborhoods was also a consideration. Overall, city officials have set a long-term goal of having 85 percent of New Yorkers living within walking distance of a park.

In the Parkchester neighborhood in the Bronx, Hugh Grant Circle is not just uninviting, it is also largely off-limits, blocked by a gate that is often locked, said Nilka Martell, a community activist who pressed for the circle to be selected for the city program, called Parks Without Borders.

But as she sees it, the park has potential to be a neighborhood hub, used for art installations and community programs and as a complement to a farmer's market held nearby.

Some countries have oil, diamonds or cocoa beans. Cape Verde, a tiny archipelago about 385 miles off the west coast of Senegal, has music, and it is betting on that resource to help bolster its fragile economy.

This month, music promoters and producers from the United States, Europe and some African nations landed in Praia, the country's capital, for the Atlantic Music Expo, a four-day talent showcase that the government bills as a "music professionals meeting." They attended seminars, networked and hopped from one stage to another, joining crowds of giggling teenagers, dancing elders and excited children to watch aspiring local and international singers.

有些國家出產石油、鑽石或可可豆。塞內加爾西海岸外約385英里(620公里)的迷你群島國家「維德角」出產音樂,並在這個資源上押寶,靠它振興脆弱的經濟。

The Atlantic expo, which ran from April 11-14, was followed by the privately sponsored Kriol Jazz Festival, now in its eighth year, which promotes creole-inspired island music.

"It's essential to see people perform live before you book them, and there is nothing better than experiencing a music culture where it's actually from," said Paula Abreu, the director of programming for SummerStage, an annual New York City music festival. "You immediately know if an artist has what it takes to entertain a public of thousands."

Abreu booked the musicians Mayra Andrade, Dino D'Santiago and the Cesária Évora Orchestra for last year's SummerStage after seeing them at the Atlantic expo.

The model for many Cape Verdean artists is international star Cesária Évora, who put Cape Verde on the map of the music world with her renditions of mornas, the islands' ballads of love and longing.

Da Silva, a music producer who helped to relaunch the career of Évora in the 1980s, worked with the Cape Verde Ministry of Culture to create the Atlantic Music Expo, now in its fourth year. This year, the government spent about $227,000 to finance the expo, which also had corporate sponsors.

At a reading in New York last month, the Pulitzer Prize-winning novelist Jane Smiley faced an unruly crowd as she read from her new book, "Twenty Yawns." Audience members squirmed and fidgeted, shouted out questions, and seemed to get distracted.

"The beach umbrella was flapping in the breeze," she read. "Flap, flap, flap."

"Look, a fly!" a little boy in a Spider-Man T-shirt yelled, swatting at a buzzing insect.

普立茲獎得主、小說家珍.史麥利上個月在紐約一場朗誦會上朗讀自己的新書「20個呵欠」時,面對一群難以管束的聽眾,他們動來動去,坐立不安,扯著嗓子問問題,而且顯得心不在焉。

Smiley took the outbursts in stride and tried to engage an audience that consisted mostly of toddlers and their minders as she read the story, about a girl who struggles to fall asleep after a day at the beach. "Do you know how to look sleepy?" she asked. The children flopped over and pretended to snore.

For most of her career, Smiley, 66, has tried to avoid putting readers to sleep. Now, with her first picture book, she is joining a handful of well-known novelists who are aiming to reach readers so young that they probably appreciate the pictures more than the prose. A cluster of new picture books from famous writers will hit bookstores in coming months, including a lighthearted poetry collection by Calvin Trillin and a creepy, fairy-tale-like picture book in translation from the mysterious, pseudonymous Italian author Elena Ferrante, who is best known for her four-part Neapolitan series.

"Every year there are adult writers and celebrities who choose to write in the genre, but this is a particularly high-caliber group," said Megan Tingley, the executive vice president and publisher of Little, Brown Books for Young Readers.

The current crop of picture books from literary writers is arriving at a moment when children's literature has become a vibrant and often lucrative niche for novelists. Revenue from children's books sales ballooned to $1.7 billion in 2015 from $1.5 billion in 2011, according to the Association of American Publishers, which tracks sales from more 1,200 publishers. Sales of adult books, by comparison, remained stagnant.

Following the blockbuster success of series like "Twilight" and "Harry Potter," a growing number of best-selling authors have migrated into the booming market for young adult and middle-grade fiction, including James Patterson, John Grisham, Smiley and Jennifer Weiner.

Picture books, typically written for 3- to 7-year-olds, could represent the next frontier for writers seeking to further expand their audiences by reaching an even younger demographic. It also may help them hook impressionable young readers — sometimes before they can even read.

在「暮光之城」、「哈利波特」等系列小說轟動全球後,愈來愈多暢銷作家轉攻國小學童與青少年小說這個急速發展的市場,包括彼得森、葛里遜、史麥利和珍妮佛.懷納。

Each morning at 3:30, when Joann Bourg leaves the mildewed and rusted house that her parents built on her grandfather's property, she worries that the bridge connecting this spit of waterlogged land to Louisiana's terra firma will again be flooded and she will miss another day's work.

Bourg, a custodian at a sporting goods store on the mainland, lives with her two sisters, 82-year-old mother, son and niece on land where her ancestors, members of the Native American tribes of southeastern Louisiana, have lived for generations. That earth is now dying, drowning in salt and sinking into the sea, and she is ready to leave.

每天清晨3點半,瓊安.柏格一離開父母蓋在祖父的土地上,長了黴且生了鏽的房子,她就擔心連接這塊浸了水的岬角與路易斯安納州堅實陸地的橋梁再次淹水,害她又有一天不能去工作。

With a first-of-its-kind "climate resilience" grant to resettle the island's native residents, Washington is ready to help.

"Yes, this is our grandpa's land," Bourg said. "But it's going under one way or another."

In January, the Department of Housing and Urban Development announced grants totaling $1 billion in 13 states to help communities adapt to climate change, by building stronger levees, dams and drainage systems.

One of those grants, $48 million for Isle de Jean Charles, is something new: the first allocation of federal tax dollars to move an entire community struggling with the impacts of climate change. The divisions the effort has exposed and the logistical and moral dilemmas it has presented point up in microcosm the massive problems the world could face in the coming decades as it confronts a new category of displaced people who have become known as climate refugees.

Around the globe, governments are confronting the reality that as human-caused climate change warms the planet, rising sea levels, stronger storms, increased flooding, harsher droughts and dwindling freshwater supplies could drive the world's most vulnerable people from their homes.
